The Grand Exchange takes 2% of every sale from the seller — rounded down per gp, capped at 5m per item, with a list of exempt items. Type prices the way you'd say them (2.5m, 850k) and every number reconciles: sell − tax = what you keep.

2% of the sale price, paid by the seller, rounded down to the whole gp per item — and capped at 5,000,000 gp tax per item. Buyers pay no tax.
The tax rounds down to the nearest gp. Below 50 gp, 2% is less than 1 gp, so floor(2% × price) = 0 — these trades are tax-free by rounding.
Tax per item never exceeds 5,000,000 gp. Above 250m the effective rate falls below 2% and keeps falling — a 1b item pays 0.5%.
