Every row below needs more than 10m to buy, sized to a 100m bankroll. Margins after tax are often several thousand gp per item, but volume is thinner, so the quantity is capped at a tenth of what traded in the last four hours. That cap is deliberate: buying more than the market normally sells means waiting, and waiting is when the price moves.
The 2% GE tax also stops being a rounding error. On a 20m item it is 400k per sale, so an item has to clear that before it is a flip at all. The tax column shows it for every row. Big items also take longer to sell, so check the volume per hour and expect a round trip to take hours, not minutes.
